WPS Compliance UAE 2026: How Salaries Must Be Paid (SIF Files, Deadlines and Fines)

It's the 5th of the month. You submit a new hire's work permit and MOHRE won't take it: your establishment is flagged as late on salaries. Last month's payroll file went to the exchange house on the 1st, but it was rejected, and nobody told you.

That is how many small employers learn how WPS in the UAE works now. Under the Wage Protection System, the previous month's salaries are due by the 1st of each month, and MOHRE acts from day 2. This is the monthly run-book for a small mainland company: register, build the SIF file, meet the date, fix a rejection.

Why WPS mistakes cost more since June 2026

Ministerial Resolution No. 340 of 2026 came into force on 1 June 2026 and repealed Resolution 598 of 2022. The 15-day grace period many payroll calendars still assume is gone, so any guide quoting "15 days" was written for the old rules.

The resolution has no carve-out for weekends or public holidays. 1 November 2026 was a Sunday and 1 January 2027 is New Year's Day: in both cases the file has to reach your agent early enough to credit staff by the 1st.

What is WPS in the UAE, and who has to use it?

The Wage Protection System is MOHRE's electronic salary-transfer system. You pay wages through a Central Bank-approved agent (a bank, an exchange house or an approved financial institution), and MOHRE sees, worker by worker, who was paid and when.

It covers establishments registered with MOHRE. Article 4 of Resolution 340 lists the exclusions, among them seafarers, workers on approved unpaid leave, mission work permits of up to three months, banks and financial institutions, and places of worship.

There is no small-company exemption. Claims that firms with "fewer than five" or "fewer than ten" staff are exempt aren't in the resolution. A two-person trading company in Deira pays through WPS like everyone else.

Don't confuse WPS with WPP, which is employer-paid insurance tied to the work permit. Our guide to WPP insurance and how it differs from WPS explains both.

How do you register your company for WPS?

You need a live MOHRE establishment file first. Then:

  1. Pick a WPS agent: your corporate bank, or an exchange house from MOHRE's list of partner institutions. Exchange houses can issue salary cards to staff without bank accounts.
  2. Sign the agent's WPS agreement. Expect to show your trade licence, MOHRE establishment number and the authorised signatory's documents. Ask the agent for its exact list first.
  3. Note your codes: your MOHRE employer ID (usually 13 digits) and the agent's 9-digit routing code. A wrong code gets the whole file rejected.
  4. Register each employee with their MOHRE person ID (normally 14 digits, the employee number MOHRE holds for that worker), plus an IBAN or salary card.
  5. Run a test month. Send the first file days before the 1st, not on it.

The SIF file, record by record

The Salary Information File (SIF) is a comma-separated text file (CSV), not an Excel sheet. Per bank specifications (e.g. Dubai Islamic Bank), it has three record types:

Record What it holds How many
EDR (Employee Detail Record) Person ID, agent routing code, account or card number, pay period, fixed and variable pay, unpaid leave days One per employee
EVP (Employee Variable Pay) Allowance breakdown (housing, transport, overtime and others) for one employee Linked to that employee's EDR; whether you need it depends on your agent
SCR (Salary Control Record) Employer ID, routing code, file date and time, EDR count, total salary One per file

The file name is your employer ID, then the date (YYMMDD) and time (HHMMSS), with a .SIF extension.

The totals must reconcile: the SCR count and salary total must equal the EDR lines. The layout can differ between agents, so build to your own agent's specification, not an internet template.

When exactly must salaries be paid?

The previous month's wages must be transferred through WPS by the first day of the new Gregorian month. MOHRE treats you as compliant if at least 85% of total wages due have gone out by then. That isn't a discount: each worker is still owed the full wage, and an individual shortfall is accepted only for lawful deductions.

What happens if you miss the 1st?

Day after due date What MOHRE does
Day 2 Alerts to the establishment
Day 5 New work permits suspended
Day 11 Repeat within six months: Cabinet Resolution 21/2020 fine and Third Category
Day 16 25+ workers: automatic labour dispute, work-permit issuance halted
Day 21 50+ workers on a repeat violation, or any size where MOHRE sees a labour-market risk: executive instrument or collective dispute, precautionary attachment, travel ban on the person in charge, possible Public Prosecution referral

Each row has conditions a table can't hold. The full ladder is in our explainer on the 2026 UAE salary rules.

How much are the WPS fines?

Under Cabinet Resolution No. 21 of 2020, MOHRE's fees-and-fines resolution:

  • Wages not paid through WPS: AED 1,000 per worker, up to AED 20,000.
  • Fictitious wage receipts or incorrect WPS data: AED 5,000 per worker, up to AED 50,000.

The second targets falsified records, such as receipts workers were made to sign or false data entered into WPS. A rejected file is not the same thing, but the late-payment clock still runs while you fix it. Our MOHRE fine check guide for companies shows how to see what's already on your file.

Why does a WPS salary file get rejected?

A rejected file pays nobody, and the clock keeps running. The usual causes:

  • Wrong routing code. One wrong digit can reject the whole file.
  • File name in the wrong format. The name follows a fixed pattern (employer ID, date, time, .SIF); a file saved under any other name can be refused.
  • Totals don't add up. An employee removed from the EDRs but left in the SCR count.
  • Wrong person ID. It must be the MOHRE person number the ministry holds for that worker, not a passport, visa or Emirates ID number.
  • Pay that doesn't match the MOHRE contract. MOHRE expects wages in the amount agreed in the employment contract, so a raise or cut that was never filed leaves your WPS record and the contract out of step.

That last one isn't a software problem. It needs a contract amendment filed with MOHRE, which is PRO document work. Until the records match, every month repeats the mismatch.

How do you lift a work-permit block?

Pay the outstanding wages through WPS; Resolution 340 requires payment through the system, and MOHRE's monitoring runs until payment is proven. Keep the agent's confirmation. The resolution doesn't say whether the work-permit suspension lifts automatically once payment shows, so check your establishment file with MOHRE (call centre 600 590000, or a business service centre) before resubmitting any application.

If a rejected file caused the block, fix the cause first, or you'll be back next month.

What about free zones and domestic workers?

Free zones. Free-zone visa holders aren't on MOHRE work permits, so MOHRE's WPS rules don't reach them the same way. Some zones run their own salary-transfer rules; DMCC publishes its own WPS registration guidelines. Check with your zone.

Domestic workers. In April 2023 MOHRE said five domestic professions must be registered in WPS and 14 are optional. If you sponsor household staff, see our guide to sponsoring a domestic worker on a golden visa.

Checking your own WPS record as an employee

If your salary is late, ask HR whether the file went out or was rejected; your bank or exchange-house statement shows the credit date. If wages still don't arrive, you can file a wage complaint with MOHRE, and WPS records are your evidence.

Who should handle WPS in your company?

You can learn this on the job over two years, one rejected file and one blocked permit at a time. Or someone on your team can train for it in three days and walk in prepared. Sarmat's Certified PRO Program is KHDA-certified and covers the MOHRE filing side: establishment files, work permits and contract updates. It's AED 2,890, or roughly AED 720 a month through Tabby or Tamara.

Which deductions are lawful is a legal question, taught in a separate one-day course: UAE Labour Law Training, AED 999, with its own certificate.

Or hand it to our PRO services team in Dubai, which has served 5,000+ clients over 12+ years from Deira.

Frequently asked questions

Is WPS mandatory for small companies in the UAE?

Yes, if you're registered with MOHRE. Article 4 of Resolution 340 has no headcount exemption.

What is a SIF file?

The Salary Information File your agent uploads: one EDR per employee, EVP lines for allowances where your agent requires them, and an SCR with your employer ID and totals.

What is the WPS salary deadline in 2026?

The 1st of each month for the previous month's wages, with no grace period and no weekend or holiday extension.

Does a rejected WPS file count as late payment?

If the corrected file doesn't credit workers by the due date, MOHRE sees unpaid wages. Fix and resend the same day.
