Visa Status Change in the UAE 2026: Inside-Country vs Exit-and-Return Explained

You're at an Amer counter in Deira with a job offer on your phone and a visit visa that runs out in nine days. One agent quotes one price for a "status change", another quotes a different one, and a friend says the only safe move is an airport-to-airport run to Muscat. You don't know which advice is cheapest, or which one leaves you stuck.

A visa status change in the UAE moves you onto a new visa without leaving the country. For most people already here it's the right route, but not for everyone. This guide covers which route fits your status, what GDRFA actually charges, and when leaving is the better call.

Why are the answers on status change so confusing?

The rules have changed more than once. Gulf News reported in 2018 that a 2014 resolution let every visa type amend status inside the country, yet agency blogs still mix old rules with new ones.

Most fees online are unsourced agency totals. Every Dubai fee below comes from GDRFA Dubai's own service cards, and the one ICP figure is a 2023 news report, labelled as such.

Do you need a status change at all? Start with your current status

Your current status Status change needed? Inside-country route When you'd leave instead
Visit or tourist visa, with a job or family residence lined up Yes New entry permit, then GDRFA Status Amendment while your current visa is valid An in-country amendment isn't accepted for your file, or you're travelling anyway
Cancelled resident inside the grace period, moving to a new sponsor Yes New sponsor's entry permit, then Status Amendment using your cancelled permit The new permit can't be ready before your grace period ends
Family-visa dependant starting a job No A MOHRE-registered employer gets a MOHRE work permit; your residence stays Not needed
Golden Visa holder starting a job No Employer gets the MOHRE work permit for Golden Visa holders Not needed
Visitor who wants more time as a visitor Not a status amendment A visit-visa extension, a separate GDRFA service with its own fees When an extension isn't open to you. This is where "airport-to-airport" runs come from
Already outside the UAE No None You enter on the new entry permit

Two rows catch people out. Family-visa and Golden Visa holders already have residence, so starting a job takes a work permit, not a status change. Our guide to which UAE visas need a MOHRE work permit covers each category.

The other is airport-to-airport (A2A) runs. They're a travel-agent product for getting a fresh visit visa by leaving and coming back, not a way onto residence.

How does the inside-country visa change work?

In Dubai, the service is GDRFA's "Status Amendment". Its card lists two conditions: you have a new visa, and your previous residence permit is cancelled. The documents are passport copies for you and your sponsor, the sponsor's residence permit, a copy of your cancelled entry or residence permit, and the new entry permit.

It's filed on GDRFA's website or smart app, or at an Amer centre. In the other emirates the amendment goes through ICP.

Coming from a visit visa to a job? The full sequence, from MOHRE work permit to contract, is in our visit visa to employment visa step-by-step guide. We won't repeat it here.

For a cancelled resident, the clock that matters is the grace period. GDRFA's private-sector residence permit card gives you 60 days in the country after your residence permit expires or is cancelled. Start early in that window.

What does a visa status change in the UAE cost?

GDRFA Dubai's Status Amendment card lists these lines:

  • AED 500 registration fee
  • AED 10 Knowledge Dirham
  • AED 10 Innovation Dirham
  • AED 15 individual fee or AED 50 establishment fee

The card prints no total. Our sum: AED 535 filed as an individual, AED 570 through an establishment. The listed processing time is 48 hours.

Is there more than one AED 500 fee?

An AED 500 "fee inside the country" also appears on two other GDRFA cards. One is the entry permit linked to a job contract, charged "if the sponsored person is inside the country" along with AED 10 + AED 10. The other is the private-sector residence permit.

GDRFA doesn't say whether these stack for one applicant or are the same charge printed on three cards. So ask which AED 500 lines are on your quote, by name. If an agent can't itemise it, that tells you something about the agent.

Outside Dubai, Gulf Today reported in 2023 that ICP's status amendment fee was AED 650: AED 500 application, AED 100 smart services, and AED 50 e-services and ICP. Treat that as a 2023 news report, not a current price list.

On an employment visa, these costs are your employer's. Article 6(4) of Federal Decree-Law No. 33 of 2021 bars employers from charging workers the fees and costs of recruitment and employment.

When does exit-and-return make more sense?

No authority publishes a price for leaving and coming back, so add up the parts for your own case:

  • Travel. Flight or bus out and back, plus any night away.
  • Lost days. Time off work or the job hunt, and more if the permit isn't ready when you planned.
  • A permit that works on arrival. You re-enter on the new entry permit, so it must be issued before you fly. Dubai's official portal says a work entry permit lets you enter within 60 days to complete the visa process, so plan the trip inside that window. If the entry permit vs residence split is new to you, see our entry permit vs residence visa explainer.
  • Overstay fines. If you're past your visa's validity, you'll owe overstay fines on the way out. Gulf News reported in 2024 that people leaving can pay them, including at airport immigration.
  • Boarding and entry risk. One problem at the airline desk or the border and you're outside with a job waiting inside.

In return, the Status Amendment fee and the entry permit's inside-the-country fees only apply to someone who is inside. Leaving swaps those government lines for travel costs and risk.

So an out-of-country visa change fits fewer cases than people think: you were travelling anyway, you're already abroad when the entry permit comes through, or an in-country amendment isn't accepted for your file. We couldn't find an official list of permits that can't be amended inside, so check yours before you book anything.

What gets an in-country file sent back?

Most returned files fail on basics. On GDRFA's card, the new visa has to be issued and the previous permit cancelled before the amendment goes in.

ICP's conditions, as Gulf Today reported them in 2023, are tighter. You must be inside the country, the visa being amended must still be valid, no other amendment or cancellation request can be in progress, and the sponsor's file must be active. Run that four-point check before you pay anyone.

Learn the routes once, use them for years

You can learn the difference between a Status Amendment, an inside-the-country fee and a work permit by getting one wrong on your own file. Or you can learn it properly once. Sarmat is a KHDA-certified training provider and a typing centre in Deira, with 12+ years in UAE government services and 5,000+ clients served.

Our UAE Visa Course teaches the practical visa-processing workflow, including which route fits which status. If you want to do this work for a living, the KHDA-certified Certified PRO Officer Program is AED 2,890 for three days plus three months of mentorship, taught by Sarmat's Government Relations experts, with 8+ years of hands-on experience in Dubai and 500+ visas processed. Tamara or Tabby bring it to roughly AED 720 a month over four months.

Status change questions people ask at the counter

Can I change my visa status without leaving the UAE?

Usually, yes. GDRFA Dubai's Status Amendment moves you onto a new visa from inside the country once the new visa is issued and your previous permit is cancelled. In the other emirates, ICP handles it.

How much does a status change cost in Dubai, and is there more than one AED 500 fee?

GDRFA's Status Amendment lines come to AED 535 (individual) or AED 570 (establishment) by our sum; the card prints no total. An AED 500 "inside the country" fee also appears on the job-contract entry permit and residence permit cards, and GDRFA doesn't say whether they stack. Ask for an itemised quote.

How long does a status change take?

GDRFA lists 48 hours for the Status Amendment step itself. The GDRFA service cards don't give an end-to-end figure for the whole process.

When do I still have to leave the UAE and re-enter?

When an in-country amendment isn't accepted for your file, or you can't meet the conditions in time, such as keeping your current visa valid. If you're already abroad, you simply enter on the new entry permit.

Does a family-visa or Golden Visa holder need a status change to start a job?

No. You already hold residence. An employer registered with MOHRE applies for a MOHRE work permit for you, and your residence stays as it is.
