Entry Permit vs Residence Visa in the UAE: The Difference That Confuses Everyone

You land at DXB with an approval PDF on your phone, and your new employer's HR team messages you: "Welcome, your visa is done." Three weeks later, someone at a typing centre counter asks where your medical and Emirates ID application are. That's when you realise the "visa" you travelled on was only the first half of the job.

The entry permit vs residence visa mix-up is the one we see most often at our desk in Deira. In short, an entry permit lets you into the country for a set purpose. A residence visa is what lets you stay and live here, and today you prove it with your Emirates ID, not with a sticker in your passport.

Why Does This Mix-Up Cost People Money?

Getting from entry permit to residence runs on two separate 60-day clocks, and they start on different dates. Most people only know about one of them, so they count from the wrong day.

The residence visa has also become invisible. In April 2022, ICP (the Federal Authority for Identity, Citizenship, Customs and Port Security) decided to stop issuing the residence sticker and to use the Emirates ID card as proof of residence instead, and Dubai later made the same switch. Plenty of guides and agents still talk about "visa stamping," which is why so many applicants think they're finished when they're only halfway there.

What Is an Entry Permit in the UAE?

An entry permit in the UAE gives you permission to enter the country for a specific purpose, such as work, a family visit or tourism. For a job, your employer applies for it and it's linked to your job contract.

GDRFA Dubai calls the employment version a "work entry visa," which lets you remain in the country for 60 days from the date you enter while your residency requirements are completed. GDRFA lists the government fee at AED 200 plus 5% VAT, adds AED 500 if the person is already inside the country, and notes that totals may vary.

You'll also see the term "e-visa." An e-visa is an electronic entry permit: it gets you in, but it doesn't make you a resident.

What Is a Residence Visa in the UAE, and Where Did the Sticker Go?

A residence visa in the UAE is your permission to live here long term under a sponsor, who might be your employer, a family member, or you yourself in some categories. According to GDRFA Dubai and the federal u.ae portal, a standard work residence visa is valid for two years and can be renewed.

Your passport no longer gets a page for it. The residence visa is an electronic record, and your Emirates ID card is how you prove it. When someone tells you your visa has been "stamped," what they really mean is that your residence has been issued.

Entry permit Residence visa
What it does Lets you enter for a set purpose Lets you live in the UAE under a sponsor
When you get it Before you travel After you enter and complete medical, biometrics and insurance
How long it lasts Enter within 60 days of issue, then up to 60 days in the country (work entry) Two years, renewable (standard work visa)

The Two 60-Day Clocks Behind Every Residence Visa in the UAE

Clock Starts on What you must do Source
Clock 1 The day the entry permit is issued Enter the UAE within 60 days ICP; Dubai government portal
Clock 2 The day you enter the UAE Complete residency within 60 days GDRFA Dubai

Say your permit is issued on 1 March and you fly in on 20 April. Clock 1 closes the day you land, and Clock 2 then runs from 20 April, not from 1 March.

The trap is reading "60 days" off the approval and assuming that's your whole window. Some people panic over a deadline that hasn't started yet, while others think they have more time than they do.

What Happens After You Land on an Entry Permit?

This is the short version. For the full sequence, including everything your employer does before you fly, read our full 8-step employment visa process for Dubai.

  1. Medical fitness test. GDRFA requires it for applicants over 18.
  2. Emirates ID biometrics. Your fingerprints and photo are taken at an authorised typing centre in Dubai.
  3. Health insurance. Dubai's government portal lists it as a requirement for the work residence visa.
  4. Residence issued. Your employer applies online, and the Dubai portal says the visa is issued within 48 hours. From then on, your Emirates ID is your proof of residence.

In Dubai, the residence file goes through GDRFA Dubai, online or at an Amer centre, while in the other emirates it goes through ICP. For the government fees at each stage, see our breakdown of visa stamping fees in Dubai, which also explains why "stamping" is now an outdated word.

Already Inside the UAE? You Won't Use a Travel Entry Permit

If you're already in the country, for example on a visit visa or a visa-on-arrival stamp, the path is different. Dubai's government portal says the entry permit is replaced by a "change status permit" when the person is already in Dubai. GDRFA charges an AED 500 inside-country fee on top of the standard fee.

This route saves you a flight out and back, but it has its own rules. Whether to change status inside the country or leave and re-enter is weighed up in our visa status change guide. Our guide to switching from a visit visa to an employment visa in the UAE walks you through it.

Four Mistakes We See at the Counter

Treating the approval email as residence. That email is your entry permit. You aren't a resident until the residence record is issued and your Emirates ID application is complete.

Counting from the wrong date. Write your entry date down the day you land, because that date starts Clock 2.

Leaving the medical until the last few weeks. The medical, biometrics and insurance each depend on appointments and results, and if one stalls, the whole file stalls. Book the medical in your first week.

Assuming the clock can be paused. Don't plan around an extension, and tell your employer's PRO well before day 60 if something is blocking your file. Once your time runs out without residence, you're overstaying and fines start to build up.

Who Usually Handles This, and Why the Skill Is Worth Having

If you're the employee, your employer or their PRO normally runs the file. If you're the person in the company who has just been handed these files, though, you're doing PRO work whether or not that's your job title.

You can learn the two clocks on the job over two years and make expensive mistakes along the way, or you can train first and walk in prepared. Entry Permit vs Residence Visa: Quick Answers

What is the difference between an entry permit and a residence visa in the UAE?

An entry permit lets you enter the UAE for a specific purpose, such as a job. A residence visa lets you live here under a sponsor, usually for two years on a standard work visa, renewable, with your Emirates ID as proof.

How long is a UAE entry permit valid?

There are two clocks. You must enter within 60 days of the permit being issued, and once you're in on a work entry visa, GDRFA Dubai gives you 60 days from your entry date to complete residency.

Can I work in the UAE on an entry permit?

Not until your residence is issued. The work entry permit lets you stay in the country while your residency is completed. ICP describes the work process as running from the work entry permit through the medical test, biometrics and Emirates ID to the residence permit, and says it ends with you being able to start work legally. Agree your start date with your employer's PRO once your residence is issued.

What if my residence visa isn't issued before my 60 days after entry run out?

At that point you're overstaying, and fines begin to build up. If the medical, biometrics or file approval is stuck, raise it with your employer or PRO well before day 60.

Is my Emirates ID now my residence visa?

In practice, yes. ICP decided in April 2022 to stop issuing the residence sticker and to use the Emirates ID card as proof of residence instead, and Dubai later followed, so your residence visa is an electronic record and the card is what you show.
