Here's what a Tawjeeh center is, who must attend under MOHRE's current rules, and which of the other MOHRE-linked centres you actually need.
Most private-sector labour paperwork in Dubai goes through centres that the Ministry of Human Resources and Emiratisation (MOHRE) licenses, not through MOHRE offices. Several of these centres have names starting with "Ta-", and online guides mix them up. Some even describe "Taqdeer centres", which don't exist.
Getting it wrong costs you a morning in the wrong queue while your employment contract sits unfinished.
"Tawjeeh" means "guidance" in Arabic, and MOHRE's own lists call these guidance and counselling centres. MOHRE currently groups them with business services centres, as "Business Services and Guidance Centers", alongside domestic workers services centres and Tawseel doorstep service providers. According to MOHRE, Tawjeeh centres provide awareness and guidance to employers and workers on the ministry's behalf and under its supervision. The session teaches UAE labour law and its executive regulations, and it introduces UAE culture, customs and traditions. MOHRE said in 2019 that the session uses instructive films dubbed into 16 languages.
It isn't "all new employees", whatever many guides say. When MOHRE made the session mandatory in late 2018, it applied to new mainland employment applicants in skill levels 3, 4 and 5 of the scale used at the time. On that five-level scale, levels 3 to 5 were MOHRE's limited-skill workers.
MOHRE has since moved to a nine-level classification, and the numbers changed with it. Its current page on issuing and renewing employment contracts says that for workers in skill levels 6, 7, 8 and 9, the employment contract is delivered at a workers' awareness centre, which is a Tawjeeh centre.
On the nine-level scale, those are skilled agricultural, forestry and fishery workers, craft and related trades workers, plant and machine operators and assemblers, and elementary occupations. Your level depends on the occupation on your work permit and on MOHRE's education and salary criteria.
Older guides also quote a MOHRE notice that let contracts for levels 3, 4 and 5 go through without a Tawjeeh session "until further notice". That page is no longer on MOHRE's site. The ministry's current contract rules name levels 6 to 9 instead, so don't rely on that exemption in 2026.
So don't rely on a blog's yes or no. Ask whoever is submitting your contract whether MOHRE's system is asking for Tawjeeh on your file.
When the rule was introduced in 2018, the session had to be completed before MOHRE approved the employment contract. Today MOHRE puts it more simply: for skill levels 6 to 9, the contract itself is handed over at the awareness centre.
If your job is in that group, treat the Tawjeeh visit as a hard stop. MOHRE's contract service page says the application is due within 60 days of your entry into the UAE or your change of status; the u.ae portal says 14 days, so file as early as you can.

We couldn't find a current Tawjeeh session fee on any MOHRE or u.ae page. Online figures conflict, so go by the fee on the official receipt the centre issues.
On who pays: Article 6(4) of the UAE Labour Law (Federal Decree-Law No. 33 of 2021) bans employers from charging workers "the fees and costs of recruitment and employment", directly or indirectly. MOHRE hasn't published a ruling on the Tawjeeh fee specifically. If you're asked to pay, get it in writing whether you'll be reimbursed.

Your employer can file the contract application itself on MOHRE's website or app, but we found no MOHRE page offering the Tawjeeh session as a self-service online course, whatever the videos show. Check with the centre or your employer's PRO before you skip a visit.

The difference between Tasheel and Tawjeeh is simple: Tasheel processes the transaction, while Tawjeeh runs the awareness session and, for skill levels 6 to 9, hands the worker the contract. Amer handles residency for GDRFA Dubai, and our Amer vs Tasheel breakdown covers that split.
Tawafuq is worth knowing even if you never need it. You can register a labour complaint on MOHRE's website or app, and MOHRE's call centre is 600 590000.
Under MOHRE's Ministerial Resolution No. 782 of 2023, a complaint should be filed within 30 days of the breach, and MOHRE must resolve it within 14 days. If there's no settlement, MOHRE issues its own final decision on claims under AED 50,000 and refers larger claims to court.
Taqyeem requests start at a Tasheel centre. The application goes electronically to a Taqyeem provider, whose evaluators then visit the business.
No one will send you to a "Taqdeer centre". The Taqdeer Award ("taqdeer" means "appreciation") is a Dubai Government initiative launched in 2016. It recognises companies for how well they look after their workforce.
Companies are rated on a 7-star system, and taking part is free. The award's FAQ says a company needs at least 50 full-time elementary or skilled workers on its own payroll, not a subcontractor's.
Workers don't apply. Employers do.
