Do You Need ACCA to Work as an Accountant in Dubai?

Is ACCA required to work in Dubai? The short answer

No UAE rule we found requires ACCA or CMA for an ordinary accountant job in Dubai. The junior ad we quote below sets a minimum of UAE experience, not of ACCA.

The formal requirements sit elsewhere. Practising auditors register with the Ministry of Economy & Tourism, and tax agents register with the Federal Tax Authority (FTA), each under its own rules.

Employers add a bar of their own. Audit-firm and senior ads can name a qualification outright, as the EY ad quoted below does.

So if you have an ACCA tuition quote open in one tab and a Dubai job ad in the other, read them side by side before you pay. Each requirement below comes with the official page or the employer's own words behind it.

Where is a qualification actually required? Auditors and tax agents

The only registers we found with formal entry rules are for practising auditors and tax agents. Neither applies to an employed accountant who is not auditing or acting as a tax agent.

Practising auditors. The Ministry of Economy & Tourism's page for the practising-auditors register (checked on 18 September 2026) asks for:

  • "a minimum of a bachelor's degree in accounting or any other specialization recognized in the State, provided that he has the equivalent of at least (15) fifteen credit hours in accounting courses approved by the Ministry";
  • "practical experience in the field of auditing for a period of no less than five (5) years after obtaining the academic qualification";
  • a "valid Fellowship Certificate" from the Emirates Association of Accountants and Auditors;
  • professional liability insurance, plus a service fee of AED 100 and a registration fee of AED 4,500 for three years.

The page adds conditions for non-citizens, set by how long they have worked outside the UAE: one year "if his experience outside the state exceeds (10) years", two years if it "ranged from (5) five to (10) years", and three years if it "ranged from (2) two to (5) five years". The page does not say that these periods replace the five-year audit requirement. Press reports on the 2022 rules described these periods as the minimum years of experience a non-citizen must have inside the UAE.

ACCA's site describes the UAE Tax Fellowship, three certificate courses ACCA helped design, as "a mandatory requirement for accredited auditors in the UAE".

Tax agents. The FTA's page on becoming a tax agent (last updated 9 September 2025) asks for a "Bachelor's or Master's degree in tax, accounting or law", or a "tax certification from an internationally known tax institution if the Bachelor's degree is in any other field".

It also asks for "Recent professional experience of at least three years in either tax, accounting or law", a pass in "the Authority's Tax Agent examination", professional indemnity insurance, Arabic and English proficiency, good conduct and medical fitness. Registration costs AED 3,000, "renewable every 3 years".

The page does not name ACCA, CPA or CMA. It also states: "It is prohibited to practice the profession of a Tax Agent without completing the registration".

Employers. Outside the registers, the employer sets the bar. An EY ad for "Senior External Auditors - Dubai/Sharjah", posted on ACCA's job board on 15 September 2026, asks for a "Strong academic record, including a degree & professional accounting qualification like CPA, ACCA or CA" and "At least four years of professional experience in external audit".

That is a hiring requirement, not a regulation. Our accounting services page makes the same split for companies: statutory audit must be performed by a UAE-licensed audit firm.

What do junior accountant ads in Dubai actually screen for?

Here is an example from ACCA's own job board, live when we checked on 18 September 2026, which leans towards employers who value ACCA. TGS KOYA Chartered Accountant posted an "Accountant" role in Dubai on 10 September 2026, closing 10 October 2026. It asks for:

"Bachelor's degree or postgraduate in accounting, Finance, or a related field; professional certification (e.g. ACCA Affiliate or Member, CA is preferred)"

"Minimum of 2 years of UAE experience in accounting or auditing"

"Proficient in accounting software such as Zoho Tally, quick books etc"

Look at where the word "Minimum" sits: on the UAE experience line. The certification line names ACCA as an example and ends with "preferred". The software is named outright.

Passing exams gives you neither UAE experience nor that software. The local work behind "UAE experience" includes VAT returns filed with the FTA, Corporate Tax registration on EmaraTax and payroll through the Wage Protection System (WPS).

ACCA vs CMA in the UAE: exams, experience, time and cost

The fees below are as each body publishes them: ACCA in GBP, and IMA, which awards the CMA, in USD. We have not converted them to dirhams, because exchange rates move. Tuition is extra and varies by provider.

Two rows matter most if you are new to the UAE. ACCA's 36 months can be gained "prior to registering with ACCA, while you are studying for the exams or after you have completed the exams". So a first UAE job does not have to wait for ACCA, and it can count towards it.

CMA's experience rule is written around management accounting and financial management. If you are aiming at FP&A rather than audit, that is the closer match.

What 15 hours of practical UAE training covers, and what it does not

Comparing a practical accounting course vs ACCA misses the point, because they do different jobs. ACCA and CMA are qualifications built over years. The UAE Practical Accountant Program is 15 hours across 10 modules, taught live in English, in class in Deira or online, for AED 4,999.

The course is KHDA-certified. Four of its modules cover the UAE-specific work above:

  • Module 6: VAT (2 hours)
  • Module 7: Corporate Tax and EmaraTax registration (1.5 hours)
  • Module 8: payroll and WPS (1.5 hours)
  • Module 9: an introduction to Zoho Books, Xero, Tally Prime and QuickBooks (2 hours)

What 15 hours does not do.

  • It does not create UAE experience. The TGS KOYA line, "Minimum of 2 years of UAE experience", still applies after the course.
  • It does not replace ACCA or CMA, and it is not a qualification. Where an ad asks for ACCA, CPA or CA, the course does not answer that line.
  • It does not put you on the auditor or tax-agent registers. Those need a degree, years of experience, the Fellowship certificate (auditors) or the FTA exam (tax agents), and insurance.

Which path fits you?

  • Junior with no UAE experience. Get the first local role: UAE experience is the TGS KOYA ad's stated minimum. ACCA experience can come before, during or after the exams, so a local job does not put a qualification on hold.
  • Audit track. Expect employers to ask for a qualification; the EY ad names CPA, ACCA or CA. Registering as a practising auditor later needs the degree, five years of audit experience and the Fellowship certificate; the Ministry's page lists further conditions for non-citizens.
  • FP&A or management reporting. Look at CMA: two exam parts, and an experience rule written for that work.
  • Already qualified abroad. You have the qualification; the gap is local tooling. Get your degree attested for UAE use, then close the VAT, Corporate Tax, WPS and software gap.
  • Tax agent. That is the FTA route: a degree in tax, accounting or law (or another bachelor's degree plus a tax certification), three years' recent experience, the Authority's exam and registration.

FAQ: ACCA, CMA and accountant jobs in Dubai

Do I need ACCA for accounting jobs in UAE?

Not by any UAE rule we found for an ordinary accountant role. A junior ad on ACCA's own job board sets a minimum of two years' UAE experience and names ACCA only as an example. The formal registers we found are for practising auditors, under the Ministry of Economy & Tourism, and tax agents, under the FTA. Employers can still ask for a qualification, and audit ads such as EY's name one.

Which is better in the UAE, ACCA or CMA?

It depends on the work you want. ACCA has 13 exams and a 36-month experience rule, and the EY audit ad we quote names ACCA alongside CPA and CA. CMA has two exam parts and a two-year experience rule written around management accounting and financial management, which points it at FP&A work.

How long does ACCA take, and what does it cost?

ACCA says you "could qualify in as little as three or four years" if you work and study at the same time. Registration is £89 and the 2026 annual subscription is £140. December 2026 Applied Skills exams cost £160 each at standard entry, and exemptions cost £86 per Applied Knowledge exam and £114 per Applied Skills exam. Tuition is extra.

Do you need a licence to work as an accountant in the UAE?

The only registers we found are for practising auditors and tax agents. Neither applies to an employed accountant who is not auditing or acting as a tax agent. Acting as a tax agent without FTA registration is prohibited.

How much does an ACCA-qualified accountant earn in Dubai?

We cannot give you a verified ACCA figure. The 2026 salary guides from Michael Page, Hays and Cooper Fitch sit behind registration forms, and the ACCA salary figures we found online came from tuition sellers. As a general reference only, GulfTalent states: "The average Accountant salary in UAE is AED 4,000 per month". That covers accountants in general, not ACCA holders, and the page shows no date.

Does the UAE Practical Accountant Program replace ACCA or count as UAE experience?

No to both. It is a 15-hour practical course, not a qualification, and it is not work experience. It covers VAT, Corporate Tax and EmaraTax registration, WPS payroll and an introduction to Zoho Books, Xero, Tally Prime and QuickBooks.
