Here is the distinction no competitor explains cleanly. There are two entities with nearly identical names and they do different things.
AFZA — the Ajman Free Zone Authority (1988) is the operator of the Ajman Free Zone itself. It regulates the zone, issues licences, runs the one-window customer portal, and handles day-to-day business registration. When you set up a company in Ajman Free Zone, AFZA is the entity on your licence.
FZA — the Free Zones Authority of Ajman (2021) is the newer government holding company that sits above AFZA and several other Ajman free-zone entities. Its director general is H.E. Ismail Al Naqi. FZA exists to coordinate Ajman’s growing free-zone ecosystem at the emirate level. You will not apply to FZA directly — you apply through AFZA or one of the sister zones, and FZA is the umbrella that oversees the group.
Why does this matter for you? Because when a consultant tells you they’ll register your company “with AFZA,” you now know exactly which entity that means and exactly where the authority sits in Ajman’s government hierarchy. That’s the first box a careful founder should tick before handing over documents.
The Ajman Free Zone was established in 1988 under a decree from the late H.H. Sheikh Humaid Bin Rashid Al Nuaimi, Ruler of Ajman. At the time, the UAE’s free-zone movement was young — Jebel Ali had opened in 1985 — and Ajman positioned itself as an accessible alternative for small and medium-sized businesses priced out of Dubai.
AFZA was granted autonomous status in 1996, which is the legal turning point that let it operate as an independent regulator rather than a department of the Ajman government. This is the status that lets AFZA issue trade licences and work permits directly.
In 2018, Ajman Media City Free Zone launched as a sister zone focused on creative, media, and professional services. In 2021, the umbrella Free Zones Authority of Ajman was created to oversee the growing group. In October 2024, Ajman NuVentures Centre Free Zone launched and attracted more than 6,500 companies in its first year — a signal that Ajman’s free-zone ecosystem is still expanding aggressively in 2026.

When someone says “AFZA,” they usually mean the original Ajman Free Zone. But the ecosystem you’re actually entering has four distinct pieces, and picking the right one matters.
The flagship industrial, trading, and services zone run directly by AFZA. This is the standard-issue option for most trading companies, light manufacturing, and general services.
Built for media, consultancy, tech, and creative businesses. Offers freelance permits and professional licences with lighter facility requirements.
The newest addition, aimed at startups, digital nomads, and tech ventures. It grew to 6,500+ companies inside twelve months, which tells you how hungry the market is for affordable UAE setup.
An offshore company structure operated as a department of AFZA itself under the Ajman Offshore Companies Regulations (2014). It is used for international holding, asset protection, and cross-border trade. No UAE residency visa is attached; this is a non-resident structure. Popular with traders using Dubai as an operational hub while keeping the holding entity light and cheap.
A note on structure: AFZA and Ajman Media City sit directly under the Free Zones Authority of Ajman umbrella, alongside Al Zorah and Ajman Car Souq. Ajman NuVentures Centre Free Zone is a separately chartered Ajman free zone authority with its own chairman and governance, launched under Ajman Vision 2030. They are distinct free zones serving overlapping but different customer profiles — so double-check which entity actually issues your licence before filing.

Here is where you have to be careful. Every consultant’s website repeats the same headline: “100% ownership, 0% corporate tax, full profit repatriation.” Two of those are accurate. One needs a serious 2026 asterisk.
Yes, true. AFZA companies are fully owned by the founder with no local sponsor required. Since 2021 this is also available on the mainland for most activities, but AFZA still offers it without the activity-by-activity restrictions the mainland can impose.
This needs the 2023 update. The UAE introduced a federal corporate tax law effective June 2023. The rate is 0% on taxable income up to AED 375,000 and 9% above that threshold. Free-zone companies can maintain the 0% rate on Qualifying Income if they meet the Qualifying Free Zone Person (QFZP) criteria. Anyone telling you AFZA guarantees “0% corporate tax” in 2026 without that qualification is either uninformed or selling you something.
Yes, true. You can move money in and out of the UAE without capital controls. This is genuinely attractive if you’re running an import-export business or holding foreign assets.
AFZA runs an integrated government portal that handles licence renewals, visa applications, and immigration paperwork in a single dashboard. This is the day-to-day reason founders actually prefer AFZA over older, more fragmented setups — you are not running between counters.

AFZA is a strong fit if you are a trading, services, or e-commerce founder who wants a UAE licence without Dubai’s office-lease minimums. It is a good fit if you want offshore structures without Cayman-level paperwork, or if installment payments genuinely help your cash flow.
It is a weaker fit if you need a mainland UAE licence to trade directly with local customers — in that case Dubai DED or a mainland setup is better. It is also weaker if your clients will not sign contracts with non-Dubai-registered companies, which happens occasionally in banking and government-adjacent work.
