Dubai’s PRO training market splits into three price bands, and what separates them is not quality in the abstract. It is what you physically get in the room.
Around AED 800 buys an online webinar, usually recorded, with a certificate issued automatically at the end. You will learn the vocabulary of PRO work — what a labour card is, what GDRFA does — but you will not have submitted anything on a live portal, and you will not have anyone to call when a real application bounces back.
Roughly AED 2,000 to AED 4,000 is the live-classroom band. At this level you should expect a permitted course title and printed hours on the certificate, a named instructor with their own processing record, and time spent inside the actual Amer, Tasheel, GDRFA, ICP and MOHRE workflows rather than screenshots of them. This is the band where the certificate becomes something a client or an employer can verify.
AED 5,000 to AED 8,000 buys an accredited academy package: a longer calendar, more modules, more sessions bundled in. If you want breadth across adjacent subjects, that can be worth it. If what you need is competence at the counter, you are often paying for schedule length rather than deeper portal practice.

One check separates a real certificate from a printed PDF, and it is not on anybody’s website. Ask each provider to send you a sample certificate before you pay, not after.
Look for the KHDA QR attestation block, issued under Law No. 30 of 2006. Scanning it lets anyone — you, an employer, a client — confirm with the authority which institute issued the certificate and under which registered course title. A KHDA logo with no QR block is not a KHDA certificate.
Then read two more things on the same blank: the registered course title and the number of hours. Ours is registered with KHDA as “Training in skills for Public Relations Officer (PRO)”, 15 hours, and we sell it as the Certified PRO Officer Program. Two names, one course — ask every provider on your list for both, and treat a mismatch with your invoice as a question worth pressing.
Ignore the attendance wording as a differentiator. Every KHDA training certificate, ours included, states that it certifies attendance or participation in a training course and is not a vocational or academic qualification. That line is printed on the blank for the whole category, so anyone selling you an “achievement qualification” instead is renaming the same document.

If the requirement is cheapest, we are not it. AED 2,890 sits well above the webinar tier, and if a certificate for the file is all you need, that tier exists and we are not going to pretend it does not.
If you need a formal qualification or a licence, this is not one. It is three days and 15+ hours in Deira, with three months of mentorship after the final session — a KHDA training certificate, not a diploma, and not permission from any authority to trade. UAE Labour Law is also not part of it: that is a separate one-day KHDA course, available at AED 600 inside the bundle instead of AED 999 on its own.
